• Adds a new civil court petition process under Section 846E-10(g) for out-of-state offenders not meeting Hawaii's covered offense criteria to terminate registration after maintaining a clean record for ten years and substantially complying with registration requirements.

• Clarifies representation procedures in termination hearings, specifying that the attorney general represents the State in cases involving persons never convicted of covered offenses within Hawaii.

• Takes effect upon approval.
