Removes language limiting technical assistance grants to "community-based organizations" only, expanding eligibility to include businesses and other entities receiving or applying for community-based economic development loans.

Maintains the $100,000 maximum grant amount per applicant for community-based economic development activities, businesses, enterprises, or technical assistance provision.

Expands discrimination protections in grant conditions to include "any other characteristic protected under applicable federal or state law" beyond the previously listed categories.

Preserves all existing requirements for grant recipients, including compliance with applicable licenses and permits, federal and state laws, building codes, and indemnification provisions.

Takes effect upon approval by the Governor.
