Expands the brownfields cleanup revolving loan fund to allow grants (in addition to existing loans) to eligible public and nonprofit entities for site assessments, cleanup activities, and site monitoring.

Changes eligible recipients from "borrowers" to "entities" to clarify that both public and nonprofit organizations can receive financial assistance.

Adds brownfields site assessments as an authorized use of fund moneys, previously limited to cleanup and monitoring activities only.

Replaces reference to EPA Brownfields Cleanup Revolving Loan Fund Pilot Program limits with a new cap of 10% of loan or subgrant amount (or percentage set by administrative rules) for administrative and legal costs.

Authorizes the Department of Business, Economic Development, and Tourism to award and disburse grants from the fund in compliance with the federal Comprehensive Environmental Response, Compensation, and Liability Act and related regulations.
