Exempts secondary actions involving infrastructure improvements within existing public rights-of-way or highways from environmental impact assessment requirements under chapter 343, Hawaii Revised Statutes.

Defines "infrastructure" to include waterlines, wastewater lines, gas lines, drainage facilities, electrical/communications/cable utilities, and highway and roadway improvements.

Defines "primary action" as an action outside the highway or public right-of-way on private property, and "secondary action" as infrastructure-related actions within the highway or public right-of-way.

Removes the requirement that primary action applicants must submit documentation from appropriate agencies confirming no further discretionary approvals are needed.

Takes effect July 1, 2050.
