Expands funding sources for the Hawaii Film and Creative Industries Development special fund to include grants, revenues, rents, fees, and charges from governmental agencies or any other source.

Adds revenues, fees, and charges from processing motion picture, digital media, and film production income tax credits under section 235-17, effective January 1, 2022.

Authorizes the fund to support repair, maintenance, and operation of public facilities managed by the department that support the film, media, and creative industries.

Appropriates $500,000 for fiscal year 2021-2022 and $500,000 for fiscal year 2022-2023 to the department of business, economic development, and tourism.

Takes effect July 1, 2021.
