• Appropriates and authorizes funds for collective bargaining cost items negotiated with bargaining unit (1) for fiscal years 2021-2023, with all appropriations set at zero dollars across general, special, federal, and other funds.

• Covers multiple state departments including the Department of Education, Judiciary (under chief justice authority), and Hawaii Health Systems Corporation for implementation of the negotiated agreement.

• Extends identical salary increases and cost adjustments to state officers and employees excluded from collective bargaining who belong to the same compensation plans as bargaining unit (1) members, per chapter 89C, Hawaii Revised Statutes.

• Requires funds paid from federal, special, or other sources to be allocated proportionately from those respective funds for affected employees.

• Sets effective date as July 1, 2050, with any unencumbered funds lapsing on June 30 of each respective fiscal year.
