• Appropriates funds for collective bargaining cost items for Unit (4) employees and their excluded counterparts for fiscal years 2021-2023, with all appropriations listed as -0- across general, special, federal, and other funds.

• Authorizes the director of finance to allot funds to appropriate state departments, the chief justice for the judiciary, and the Hawaii health systems corporation for implementing negotiated salary increases and cost adjustments.

• Applies salary increases and cost adjustments to excluded state officers and employees who belong to the same compensation plans as Unit (4) bargaining unit members under chapter 89C, Hawaii Revised Statutes.

• Specifies that salary increases for employees paid from federal, special, or other funds shall be paid wholly or proportionately from those respective funds.

• Funds not expended or encumbered by June 30, 2022, and June 30, 2023, shall lapse; Act takes effect July 1, 2050.
