Appropriates and authorizes funds for collective bargaining cost items negotiated with the exclusive representative of collective bargaining unit (6) for fiscal biennium 2021-2023, with all funding amounts listed as -0- for general, special, federal, and other funds in both FY 2021-2022 and FY 2022-2023.

Appropriates and authorizes funds for salary increases and cost adjustments authorized by chapter 89C, Hawaii Revised Statutes, for state officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (6) members, with all funding amounts listed as -0- for both fiscal years.

Requires the director of finance to allot appropriated funds to appropriate state departments for expenditure in the respective fiscal years.

Directs that salary increases and cost adjustments for officers or employees whose compensation is paid from federal, special, or other funds shall be paid wholly or proportionately from the respective funds.

Sets expiration date for unexpended or unencumbered funds as June 30, 2022 and June 30, 2023 of the respective fiscal years; effective date July 1, 2050.
