Amends the definition of "base pay" in Hawaii Revised Statutes Section 88-21 to specify that normal periodic payments must be "as set forth in the employee's personnel action report"

Modifies Section 88-21.5 to clarify the definition of "compensation" for retirement benefit calculations, with different rules for members who joined before July 1, 2012 versus after June 30, 2012

For pre-July 1, 2012 members: compensation includes normal periodic payments (per personnel action report), overtime, differentials, supplementary payments, bonuses, lump sum supplements, and elective salary reduction contributions

For post-June 30, 2012 members: compensation is limited to normal periodic payments (per personnel action report), shortage differentials, elective salary reduction contributions, and twelve-month differentials for Department of Education employees; excludes overtime, bonuses, lump sum supplements, and most other additional payments

Effective upon approval and applies to personnel and payroll reported after December 31, 2021
