Suspends the requirement for public employers to make annual required contributions to the Hawaii Employer-Union Health Benefits Trust Fund through fiscal year 2024-2025

Repeals Section 87A-43, which previously required counties and public employers to make annual required contributions beginning in fiscal year 2018-2019

Removes provisions requiring general excise tax revenues and transient accommodations tax revenues to be automatically deposited into the trust fund to cover employer contribution shortfalls

Takes effect July 1, 2050, and is repealed June 30, 2025, with prior law automatically reinstated upon repeal

Restores Sections 87A-42, 87A-43, 237-31, and 237D-6.5(b) to their forms prior to this Act's enactment
