• Appropriates $26,300,000 from the land conservation fund to the general fund for fiscal year 2021-2022 to address COVID-19 budget shortfall.

• Appropriates $2,000,000 from general revenues for Na Wai Eha land acquisition.

• Transfers up to $45,000,000 in tax-exempt general obligation bond proceeds and accrued interest from the rental housing revolving fund to the dwelling unit revolving fund.

• Appropriates $47,373,841.55 total from 48 special funds and accounts into the general fund, including $15,000,000 from emergency medical services special fund and $10,000,000 from community health centers special fund.

• Repeals or abolishes 16 funds and accounts (including unemployment insurance fund, Hawaii public housing authority administration revolving fund, and professional student exchange program revolving fund) with unencumbered balances lapsing to the general fund; effective July 1, 2050.
