Suspends the requirement to allocate conveyance tax revenues to the land conservation fund and rental housing revolving fund for fiscal years 2021-2022 and 2022-2023.

Directs all conveyance tax collections during the suspension period to the state general fund instead of the designated special funds.

Addresses COVID-19 pandemic revenue losses estimated at $2.3 billion for the 2019-2021 fiscal biennium to preserve state general fund solvency.

Takes effect July 1, 2050, and automatically repeals on June 30, 2023, with Section 247-7 of Hawaii Revised Statutes reverting to its prior form upon repeal.
