Establishes the Safe Home Program to provide matching and nonmatching grants to eligible homeowners for installation of approved wind resistive devices on single-family, owner-occupied residential properties.

Nonmatching grants available to applicants with annual household income at or below 80% of county median income, capped at $6,500; matching grants (dollar-for-dollar) available to higher-income applicants, capped at $5,200.

Creates the Safe Home Program Trust Fund, funded by $2,000,000 in interest from the Hawaii Hurricane Relief Fund's assets for fiscal year 2021-2022, to award grants and cover administrative costs.

Eligible wind resistive devices include roof deck attachment, secondary water barrier, roof covering, gable bracing, roof-to-wall connections, opening protection, exterior doors, tie downs, and structural improvements to resist wind damage.

Appropriates funds from general revenues and the Safe Home Program Trust Fund; establishes one temporary full-time position within the Department of Commerce and Consumer Affairs insurance division to implement the program; effective July 1, 2050.
