Establishes a state disaster recovery program framework under the oversight of a state disaster recovery coordinator position within Hawaii's emergency management system.

State disaster recovery coordinator shall report to the administrator and oversee recovery priorities, strategy, and interagency coordination among state agencies, federal government, private sector, and community organizations.

Coordinator must serve as primary contact with Federal Emergency Management Agency's Federal Disaster Recovery Coordinator and conduct comprehensive reviews of recovery plans and policies, submitting reports to the administrator and legislature biennially prior to odd-year legislative sessions beginning in 2022.

Amends Chapter 127A of Hawaii Revised Statutes to require the state comprehensive emergency management plan include a state disaster recovery program and framework.

Effective July 1, 2050.
