Appropriates $8,413,549 to the Department of Defense for fiscal year 2020-2021 to transfer contracts from the Department of Transportation to the Department of Defense for the Safe Travels Hawaii airport screening program.

Appropriates $600,000 to the Department of Defense for fiscal year 2020-2021 for the Hawaii Tourism Authority's Hawaii Convention Center to operate a call center for the Safe Travels Hawaii airport screening program.

Appropriates $4,588,802 to the Department of Defense for fiscal year 2020-2021 for procurement, storage, and distribution of personal protective equipment to schools and other state agencies.

Authorizes appropriations to not lapse at the end of fiscal year 2020-2021; unencumbered funds shall lapse as of June 30, 2022.

Takes effect on July 1, 2050.
