Removes the Governor from Hawaii's representation on the Education Commission of the States and adds the executive director of the Hawaii state public charter school commission as an ex officio member.

Maintains seven total members on the commission: two legislative members, the executive director of the Hawaii state public charter school commission, one head of a state agency with public education programs, and three gubernatorial appointees.

Changes Hawaii's commission composition from five to seven members to increase education expertise and reflect broader state education interests.

Amends Hawaii Revised Statutes Section 311-2(a) to implement these membership changes to the Education Commission of the States.

Takes effect upon approval.
