Requires each county board of water supply to transmit an accounting of all water credits held by the board to the Department of Hawaiian Home Lands (DHHL) prior to June 30 of each fiscal year.

Allows DHHL to request that boards reserve unused and unallocated water credits by September 30 of the same fiscal year, which boards must consider when allocating available credits.

Requires boards of water supply to credit DHHL with the full amount of water developed by DHHL rather than withholding water for the board's own use.

Mandates each board of water supply to develop policies complying with the public trust doctrine to implement during water shortages.

Adds a representative of DHHL as a required member of each county board of water supply, effective July 1, 2024.
