Requires counties to maintain infrastructure for Department of Hawaiian Home Lands housing developments located within their boundaries, commencing 60 days after receiving a completed maintenance request from the appropriate county council.

Infrastructure maintenance is conditional on: applicable meter, connection, and utility fees being paid; infrastructure conforming to county standards in effect at time of construction; and county approval with state historic preservation division concurrence if required.

Defines "infrastructure" as waterlines, storm drainage, sewer lines, waste disposal systems, roadway improvements, gutters, curbing, sidewalks, street trees, and street lighting that connect to county infrastructure.

The 60-day timeline may be tolled for the time necessary to implement actions mitigating impacts to historic properties from the maintenance work.
