Establishes the Office of Youth Services Revolving Fund to collect revenues from sales of goods and services by commercial enterprise vocational programs and accept legislative appropriations.

Creates commercial enterprise vocational programs for young adults ages 18-24 to engage in for-profit activities promoting self-sustainability, with administrators setting prices near prevailing market rates and ensuring quality comparable to private sector standards.

Allows individual commercial enterprise vocational programs to market goods and services to both public and private sectors.

Requires the Office of Youth Services to submit annual reports to the legislature detailing fiscal transactions, expenses, services funded, and number of youth and young adults served by each program.

Mandates the Director of Human Services to conduct an immediate audit of the Office of Youth Services if annual fiscal reports are not submitted in a timely manner; effective July 1, 2060.
