Establishes that the annual expenditure ceiling of the office of healthcare assurance special fund shall be determined through the state budget process, replacing the previous fixed limit of $327,000.

Authorizes the director of health to approve emergency spending beyond the established budget ceiling for man-made disasters or acts of God, provided total expenditures do not exceed the reasonably anticipated special fund balance as of June 30, less any reserve.

Requires maintenance of a minimum reserve balance of $5,000 as of June 30 of each fiscal year.

Removes the previous provision requiring excess special fund balances over $387,500 to be deposited into the general fund.

Takes effect July 1, 2060.
