Authorizes the Department of Health to adopt administrative rules to establish and set patient registration fees for medical cannabis, effective beginning in fiscal year 2022.

Removes the fixed $35 annual registration fee for qualifying patients and allows the department to charge fees determined by administrative rulemaking.

Removes the fixed $45 registration and renewal fee for qualifying out-of-state patients and allows fees to be established by departmental rules.

Requires the Office of Medical Cannabis Control and Regulation to convene a task force to explore the development of a dual system program legalizing cannabis and assess impacts on qualifying patients' access to medical cannabis.

Mandates the task force to submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2023 regular legislative session.
