SB 1142 Summary

• Amends Hawaii Revised Statutes Chapter 349 to allow qualified caregivers to work fewer than 30 hours per week during a declared state of emergency, removing the standard minimum work requirement.

• Adds "financial management service provider" as a new definition for a fiscal agent responsible for making payments on behalf of care recipients in participant-directed or kupuna caregiver-directed programs.

• Expands the kupuna caregivers program to include two service delivery options: traditional service delivery through contracted providers and new kupuna caregiver-directed services that allow care recipients and caregivers to make shared decisions about spending up to $210 per week in budgeted funds.

• Enhances the coach role to include assistance with program enrollment, form completion (tax forms, background checks, employer forms), and other administrative tasks beyond the existing duties of developing spending plans and evaluating program effectiveness.

• Effective July 1, 2050.
