Increases the marriage license application fee from $60 to an unspecified amount to support the Hawaii birth defects program and compensate marriage license agents.

Redistributes fee revenue among the general fund, spouse and child abuse special fund, spouse and child abuse special account, and birth defects special fund in unspecified amounts.

Addresses funding needs for the Hawaii birth defects program, which has experienced nearly doubled salary and fringe expenses since the $10 per license fee was established in 2002.

Takes effect on July 1, 2060.
