Prohibits sale of flavored tobacco products and e-liquid, mislabeling of nicotine-containing e-liquid as nicotine-free, and remote sales of tobacco products (mail, delivery, curbside pickup) effective July 1, 2021, with fines of $1,000 for first offense, $2,000 for second, and $5,000 for subsequent offenses.

Establishes criminal offense of unlawful shipment of tobacco products to non-licensees, classified as class C felony for products valued at $10,000 or more, and misdemeanor for products valued under $10,000.

Includes e-liquid and electronic smoking devices within definition of "tobacco products" subject to state excise tax, and requires retailers and wholesalers to obtain licenses and permits to sell these products.

Increases license fees for wholesalers/dealers of cigarettes and tobacco products and retail permit fees for retailers (specific amounts to be determined).

Repeals existing Hawaii Revised Statutes provisions related to electronic smoking devices and delivery sales, with effective date of January 1, 2050.
