Creates a new category of "civil celebrant" to authorize secular and non-religious practitioners to solemnize marriages in Hawaii.

Amends Hawaii Revised Statutes § 572-12 to add civil celebrants as a fourth category of persons eligible to receive a license to solemnize marriages, alongside ministers, priests, religious societies, and judges.

Defines "civil celebrant" as a person of a secular or non-religious organization who has received the consent of the parties to be married.

Ensures equal treatment between religious and secular practitioners regarding the solemnization of marriage in the State of Hawaii.

Takes effect upon approval.
