Authorizes the governor to transfer appropriated funds among executive agencies and to transfer excess funds to the governor's contingency fund as deemed necessary.

Prohibits appropriations from lapsing at the end of fiscal year 2020-2021; any unencumbered balance remaining as of June 30, 2022 will lapse.

Takes effect July 1, 2050.
