Amends Hawaii's forest stewardship program to clarify that it serves "privately managed" forest lands, expanding eligibility beyond just privately owned lands.

Changes reimbursement structure to provide 75% cost-share for developing management plans and 50% cost-share for implementing approved plans, replacing the previous 50% cap.

Adds "forest products" and non-native forest product management as eligible activities under the program, removing prior restrictions limiting certain activities to lands cleared of native vegetation before January 1, 1991.

Introduces "program implementation agreement" as a formal written management contract between the Board of Land and Natural Resources and applicants upon approval of forest stewardship management plans.

Requires applicants to maintain approved management activities for a minimum of 10 years and submit annual progress reports to the board for review and potential plan modifications.
