Amends Section 200-10, Hawaii Revised Statutes to clarify that stock transfers in corporations holding commercial permits do not require permit termination, with exceptions for transfers between spouses or first-generation descendants that are exempt from business transfer fees

Requires permit holders to meet minimum revenue standards as a condition of retaining or renewing commercial permits

Establishes that permit renewal applications submitted at least 60 days before expiration must be reviewed and approved or denied within 30 days; provides automatic 30-day extension if renewal is not timely obtained

Authorizes the Department of Land and Natural Resources to issue all new commercial ocean recreation permits at public auction beginning July 1, 2021, except for renewals of permits initially issued before that date

Takes effect July 1, 2021
