Authorizes the board of land and natural resources to approve rental reductions or waivers for public land leases requiring substantial demolition costs or infrastructure improvements (drainage, sewer, water, electricity) for productive use.

Allows rental reductions or waivers for up to twenty years on resort, commercial, industrial, or other business or residential leases, provided the aggregate waived rental does not exceed the lessee's total demolition or infrastructure expenditures.

Maintains existing restrictions limiting rental reductions to two years for agricultural or pastoral use and one year for resort or commercial use without demolition or infrastructure requirements.

Sunsets on June 30, 2026, with section 171-6 of Hawaii Revised Statutes reverting to its prior form unless the legislature reenacts the provision.

Makes technical corrections to section 171-6 regarding word choice and grammar (e.g., "consistent" instead of "not inconsistent").
