Authorizes the Board of Land and Natural Resources to amend, extend, and issue pasture leases by negotiation to promote public purposes including native forest preservation, reforestation, watershed enhancement, forest carbon sequestration, public hunting, recreational access, and wildlife protection.

Requires lease rents for pastoral and agricultural leases to be determined based on agricultural use value, with the chairperson able to set rents that incentivize ranching operations compatible with departmental public purposes and may apply lower rates of return when justified by conservation or stewardship obligations.

Establishes maximum pasture lease terms of 65 years, with aggregate of initial term and extensions not exceeding 65 years, subject to the condition that demised premises have been substantially used for their original purpose.

Allows the Department of Land and Natural Resources to alter or convert productive agricultural land to its reserved uses with prior notice and planning requirements, requiring the department to complete a utilization plan, secure funding, and provide one year written notice to occupants.

Takes effect upon approval.
