Appropriates $6,006,000 from general revenues to the Department of Public Safety for fiscal year 2020-2021 to cover personnel services shortfalls.

Restores funding for 160 adult corrections officers' positions ($9,613,332 total) that were deleted from the budget by previous legislation, ensuring continuous 24/7 security coverage across eight correctional institutions statewide.

Provides $1,200,226 for health care division personnel, including physicians, psychiatrists, nurses, and therapists critical to the department's COVID-19 pandemic response.

Designates specific funding allocations for eight correctional facilities: Halawa ($1,281,396), Oahu Community ($1,620,912), Maui Community ($1,053,924), Waiawa ($292,932), Hawaii Community ($240,714), Kauai Community ($144,204), Women's Community ($143,064), and Kulani ($29,520).

Takes effect upon approval as an emergency measure recommended by the governor under Article VII, Section 9 of the Hawaii Constitution.
