Amends section 329-104 of Hawaii Revised Statutes to clarify authorized access to the electronic prescription accountability system.

Adds veterinarians (section 457-2.7) to the list of registrants who may access prescription information for their own patients.

Removes requirement that pharmacists requesting prescription information must relate the request to a violation or possible violation of chapter 329.

Authorizes employees of the State of Hawaii Department of Human Services, Med-QUEST division to access prescription accountability system information.

Authorizes controlled substances prescribers, dispensers, and pharmacists of the United States Department of Veterans Affairs facilities in Hawaii to submit data to and access the electronic prescription accountability system.
