Requires general excise tax licenses issued under Hawaii Revised Statutes Section 237-9 to be renewed biennially (every two years) beginning January 1, 2022.

Changes the initial license fee from a "one-time" payment to an "initial" payment of $20, with renewal fees capped at $20 per biennial renewal period.

Allows the Department of Taxation to require license renewals to be submitted electronically.

Exempts existing licenses issued before January 1, 2022 from renewal fees for their first required renewal in 2022; the department shall determine the renewal dates.

Takes effect upon approval, with renewal fees not imposed before January 1, 2022.
