Amends Section 103D-307 of Hawaii Revised Statutes to expand conditions allowing emergency procurements by purchasing agencies to include threats to public property, serious disruption to government services, and equipment failures.

Removes language allowing the head of a purchasing agency to determine emergency situations based on undefined reasons, replacing it with specific categories: major natural disaster, epidemic, riot, fire, or equipment failure.

Eliminates the requirement to obtain prior approval from the chief procurement officer before making emergency procurements.

Requires the head of a purchasing agency making an emergency procurement to account for money spent and report that accounting to the chief procurement officer in a timely manner and to the legislature within 60 days after the end of the fiscal year in which the procurement was made.

Effective date: July 1, 2050.
