Defines "out-of-service order" as a declaration by an authorized enforcement officer that a driver, commercial motor vehicle, or motor carrier operation is out-of-service pursuant to federal regulations (49 CFR sections 386.72, 392.5, 392.9a, 395.13, 396.9) or compatible laws.

Prohibits motor carriers from completing initial registration of motor carrier vehicles until all outstanding federal operations out-of-service orders issued by the United States Secretary of Transportation are resolved.

Requires motor carrier vehicle owners to resolve outstanding federal operations out-of-service orders as a condition precedent to registration renewal, in addition to existing bail deposit requirements for traffic violations.

Allows county directors of finance to suspend or revoke motor carrier registration certificates when federal operations out-of-service orders are issued, with suspension remaining in effect until all orders are resolved.

Makes technical corrections to Hawaii Revised Statutes sections 286-41 and 286-51, and takes effect on July 1, 2021.
