• Repeals section 264-19 of Hawaii Revised Statutes, which established the transportation improvement special fund used to fund qualified transportation projects and receive reimbursements from private developers for land use development conditions.

• Repeals section 266-2.3 of Hawaii Revised Statutes, which allowed vessels with Kewalo basin mooring permits to temporarily moor in Honolulu harbor without additional permits during inclement weather or for business purposes.

• Repeals section 266-22 of Hawaii Revised Statutes, which required the Department of Transportation to bear the cost of operating and maintaining the fire boat from its special fund.

• Takes effect on July 1, 2050.
