Requires entry-level driver training completion for certain first-time commercial driver's license applicants beginning February 7, 2022, in compliance with federal Motor Carrier Safety Administration regulations under 49 CFR Part 380, Subpart F.

Exempts applicants who held a valid commercial learner's permit or commercial driver's license prior to February 7, 2022 from the entry-level training requirement.

Mandates applicants complete entry-level training and be verified with the Federal Motor Carrier Safety Administration Training Provider Registry before taking skills tests for Class A or B licenses, passenger endorsement, or school bus endorsement, or knowledge tests for hazardous materials endorsement.

Clarifies that commercial learner's permits are valid for 180 days from either the date of passing knowledge tests or the date of issuance (if no test required), with an option to renew for an additional 180 days.

Establishes penalties for non-compliance: 4% withholding of federal Highway Trust Fund allocations ($6,185,220) in the first year and 8% ($12,370,440) in subsequent years of non-compliance.
