Expands the conference center revolving fund at the University of Hawaii at Hilo to cover conference center programs conducted by the university, rather than limiting it to the college of continuing education and community service.

Transfers authority over the revolving fund from the dean of the college of continuing education and community service to the chancellor of the University of Hawaii at Hilo or their designee.

Exempts expenditures from the revolving fund from competitive bidding requirements under Hawaii Revised Statutes chapter 103D (public procurement code).

Requires the chancellor of the University of Hawaii at Hilo to submit an annual report to the legislature no later than twenty days prior to each regular session detailing all income and expenditures of the revolving fund.

Takes effect upon approval.
