• Establishes the Office of Language Access within the Department of Health to provide coordinated statewide language access services and coordination to state agencies and covered entities.

• Designates the executive director of the office or the Department of Health to oversee language access compliance, provide technical assistance, review agency language access plans, and resolve language barriers through informal and formal methods.

• Requires the office to establish and administer a statewide language access resource center that maintains a registry of qualified interpreters and translators, provides training, and works toward certification processes for language services.

• Authorizes staffing of the resource center with at least one full-time project coordinator, three full-time program specialists, and one full-time clerk, with preference for bilingual personnel.

• Takes effect July 1, 2050.
