Establishes a more coordinated and cost-effective statewide health planning and resource development program by allowing either the State Health Planning and Development Agency or the Department of Health to perform health planning functions.

Authorizes the state agency or Department of Health to conduct studies on health care costs, promote facility sharing among providers, administer the certificate of need program, and assess existing health care services for redundancy or excessive costs.

Provides that unencumbered and unexpended moneys in excess of $2,000,000 remaining in the state health planning and development special fund at the close of June 30 each year shall lapse to the general fund.

Takes effect July 1, 2050, with the Department of Health's health planning duties set to expire June 30, 2026, at which time the prior statutory language is restored.
