Amends Act 9, Session Laws of Hawaii 2020, Section 30 to modify the appropriation from the emergency and budget reserve fund derived from CARES Act funds for pandemic response purposes.

Expands the scope of eligible recipients to include "all state departments and attached agencies" in addition to existing recipients (hospitals, childcare facilities, elderly care facilities, businesses, non-profits, and schools).

Adds "industrial hygiene products and coronavirus disease 2019 tests" to the list of items that can be purchased and distributed alongside personal protective equipment.

Maintains existing requirements including exemption from state procurement chapters 103D and 103F, monthly reporting to the governor and legislature beginning July 15, 2020, and transfer of unexpended funds to the unemployment compensation trust fund on December 28, 2020.

Takes effect on July 1, 2050.
