Requires the Hawaii Correctional System Oversight Commission to create a comprehensive plan to phase out private correctional institutions, including facilities owned by the State but operated by non-governmental entities and public-private partnerships.

Prohibits construction of new correctional facilities and expansion of existing ones unless the Department of Public Safety first obtains input and recommendations from the Hawaii Correctional System Oversight Commission on the facility's master plan.

Mandates that input and recommendations from the oversight commission be included in any environmental impact statement for correctional facility projects.

Requires the Department of Public Safety to provide the commission with information upon request, including proposed maximum inmate populations, programs (reentry, education, treatment, work furloughs, parole services), and other relevant information as established by commission rules.

Expands the oversight commission's duties to consult with the department on planning of any new or expanded correctional facility and provide recommendations for inclusion in environmental impact statements.
