Amends Hawaii Revised Statutes Section 23-3 to require the state auditor's salary to be fixed by the legislature rather than being tied to the director of health's salary.

Removes the provision that pegged the auditor's salary to the director of health's salary effective July 1, 2005.

Maintains the requirement that the auditor's salary cannot be diminished during their term of office unless by general law applying to all salaried state officers.

Funding for the auditor's office remains provided through the act appropriating expenses for the legislature.

Takes effect July 1, 2021.
