Amends Hawaii Revised Statutes Section 453-1.3 to authorize establishment of a physician-patient relationship via telehealth interaction, provided the physician holds a valid Hawaii medical license.

Removes the previous requirement that telehealth relationships could only be established through referral by another healthcare provider who had conducted an in-person consultation.

Clarifies that once a physician-patient relationship is established through any means, both parties may use telehealth for any allowable purpose under law, including consultation with providers licensed in other states.

Takes effect on July 1, 2060.
