Requires each state government branch (executive, judicial, and legislative) to establish a shared leave program allowing state employees to donate vacation or sick leave to colleagues with serious personal illness or injury.

Prohibits state government branches and counties from restricting leave sharing between employees of different departments or bargaining units based on administrative infeasibility.

Allows public employees to designate beneficiaries for unpaid vacation allowance and wages through a non-verified electronic or written statement filed with the comptroller, disbursing officer, or employer department.

Appropriates an unspecified amount from general revenues for fiscal years 2021-2022 and 2022-2023 to the Department of Human Resources Development for implementation.

Effective date is July 1, 2050.
