Requires each county in Hawaii to adopt ordinances authorizing the construction and occupation of detached dwelling units in residential zones upon application.

Prohibits counties from denying building permits for detached dwellings that meet all specified conditions, including floor area ratio not exceeding 0.7 and impervious surface area not exceeding 75% of the zoning lot.

Limits bathroom count based on lot size: up to 2 bathrooms for lots under 7,000 sq ft, 3 bathrooms for 7,000-9,999 sq ft, and 4 bathrooms for lots 10,000 sq ft or larger.

Requires detached dwelling units to have minimum floor area of 220 square feet, with maximum sizes of 850 sq ft for one-bedroom units and 1,000 sq ft for units with more than one bedroom.

Requires detached dwelling units to include kitchen sink, cooking appliance, and refrigeration facilities each with at least 30 inches of clear working space, and limits wet bars to one per unit.
