Amends Hawaii Revised Statutes Section 46-4 to allow counties to adopt reasonable standards permitting construction of four dwelling units on land zoned for residential use where single-family dwelling units are currently permitted.

Adds new subsection (d) to county zoning authority, enabling fourplex (four-unit) development as an alternative to single-family residential construction in eligible zones.

Maintains existing county zoning powers including provisions for two-unit dwellings, group living facilities with eight or fewer residents, plantation community subdivisions, and medical cannabis facilities.

Renumbers subsequent subsections from (d), (e), and (f) to (e), (f), and (g) respectively to accommodate the new fourplex provision.

Takes effect upon approval.
