Requires licensed used motor vehicle parts dealers to obtain a written statement from sellers certifying they have lawful right to sell catalytic converters, including seller information, converter description with serial numbers, amount paid, date/time/place of sale, and vehicle license numbers.

Mandates sellers provide either a receipt describing the item and prior sale details or a notarized declaration detailing the vehicle's make, model, year, color, VIN, and license number from which the converter was removed (exempts commercial vendors like scrap dealers and towing companies).

Prohibits licensed dealers from purchasing catalytic converters without required receipts or notarized declarations and requires dealers to report attempted sales lacking documentation to police.

Requires dealers to photograph purchased catalytic converters, obtain seller photo identification, and maintain all documentation and photographs at their place of business for two years, available for inspection by finance director, police chief, attorney general, and prosecuting attorney.

Establishes theft of catalytic converter as a class C felony under Hawaii Revised Statutes Chapter 708.
