Requires the department of education food services branch to coordinate with school principals and vice principals to select the most appropriate USDA meal program for each school's student body and campus.

Prohibits the department of education food services branch from disqualifying schools from participating in federal meal programs based on their prior participation in other programs.

Addresses gaps in meal access for students in rural areas during school closures by enabling broader participation in federal meal programs like the Emergency Meals-To-You program.

Takes effect upon approval.
