Elections Commission must assess whether election watcher and election observer programs are adequate, in consultation with each county clerk.

Elections Commission shall determine what adjustments are necessary to improve the programs if current ones are found inadequate.

Elections Commission must submit a report with assessment findings, recommendations, and proposed legislation to the legislature no later than 40 days prior to the convening of the 2022 regular session.

Act takes effect upon approval.
